DOBE (Disability-Owned Business Enterprise) is a private-sector certification administered by Disability:IN for 51%+ ownership by a person with any disability (not limited to service-connected). SDVOSB unlocks 3% of federal set-aside contracts and SBA Veterans Advantage fee waivers. DOBE unlocks corporate supplier diversity programs at Fortune 500s but no direct federal benefits.
